Is there somewhere that shows how much the ExtraBalance holds?
If you click on Internal Transactions on the page https://etherscan.io/address/0xbb9bc244d798123fde783fcc1c72d3bb8c189413 you will see (1 - (1.00/1.05)) ethers flowing into the account https://etherscan.io/address/0x807640a13483f8ac783c557fcdf27be11ea4ac7a for each 1 ether non-Internal account transfer.
Example - the 10 ether transaction in the block 1522378 - https://etherscan.io/txs?block=1522378. 10 x (1 - (1.00/1.05)) = 0.47619048 flows into the account 0x807640a13483f8ac783c557fcdf27be11ea4ac7a .
The extra balance amounts accumulate in https://etherscan.io/address/0x807640a13483f8ac783c557fcdf27be11ea4ac7a
